I’m curious, if payment was based off of outcomes, what are the healthcare service risks for a patient who is more likely to have a bad outcome? Is there research to support this? In a perfect world, there would be no bias in servicing anyone, but with financial incentive given to better outcomes, it is reasonable to presume that there will be incentive to identify and service people who are more likely to have a better outcome.
